Ohio auto insurance market share, 2025
Who writes Ohio’s private passenger auto insurance, from the Ohio Department of Insurance’s 2025 market share report: the market total, the ten largest groups, and how much of the market they hold.
Key figures
- Insurers wrote $9.3 billion of private passenger auto premium (Lines 19.1, 19.2 and 21.1) in Ohio in 2025, 35.1% of the department’s total for property and casualty lines ($26.4 billion).
- State Farm Group (21.76%) and Progressive Group (21.49%) were close to level: State Farm wrote about $25 million more. Together they held 43.25% of the market, and each wrote close to twice the premium of the third largest, Allstate Insurance Group (11.61%).
- The five largest groups wrote 66.12% of Ohio private passenger auto premium and the ten largest 81.99%. Each of the top ten wrote more than $200 million.
- USAA Group and Auto-Owners Group are in the auto top ten but not in the top ten for all P&C lines combined; Cincinnati Financial Group and Travelers Group are in the all-lines top ten but not in the auto top ten. Progressive Group and Berkshire Hathaway Group are in the auto top ten but not in the homeowners top ten.
What these figures are not. Written premium is dollars, not policies, and the report does not count policies. Market share is a share of premium; it says nothing about whether coverage is available to a given driver, at what price, or where in the state. This is one year: the department’s prior-year tables are no longer online, so this page shows no change over time.

What this means for independent agencies
Market share measures premium, not access. Some of the largest auto groups sell mainly through their own agents or directly to consumers, so a group’s size says nothing on its own about whether it appoints independent agencies. A group is also several insurance companies, and commission statements usually run per company.
Methodology
- Source and year. The Ohio Department of Insurance’s 2025 Property and Casualty Insurance Market Share Report and its table of the top 70 groups for private passenger auto, calendar year 2025, built from the NAIC annual statement database as of June 23, 2026.
- Measure. Direct written premium on Lines 19.1 (private passenger auto no-fault), 19.2 (other private passenger auto liability) and 21.1 (private passenger auto physical damage) combined, before reinsurance, by insurance group as the department groups insurers and combines these lines (its Appendix 1). Commercial auto is not included.
- Checks. The 70 listed groups plus the department’s small “others” line add up to its private passenger auto total of $9,256,689,636, the top 15 match the full report to the dollar, and our shares agree with the department’s rounded shares.
- Scope. We show the top ten groups only, as a short factual summary of the department’s table.
- No causes. The report gives figures, not reasons. This page does not explain why shares are what they are.
