Notable changes

  • The all-lines market total grew in every year from 2015 to 2025, from $64.7 billion to $115.4 billion (+78.4%). The smallest annual increase was +0.3% in 2020; the largest was +10.6% in 2024.
  • State Farm Group was the largest group by all-lines premium in each of the 11 years.
  • The ten largest groups’ combined all-lines share was 49.55% in 2015 and 54.76% in 2025. Each year’s figure uses that year’s top ten.
  • All P&C lines: among the 2025 top ten, the largest share gain over the period was Auto Club Enterprises Insurance Group (3.66% → 5.97%, +2.31 pp); the largest decline was Farmers Insurance Group (8.59% → 7.40%, −1.19 pp).
  • Private passenger auto: among the 2025 top ten, the largest share gain over the period was Auto Club Enterprises Insurance Group (8.11% → 11.74%, +3.63 pp); the largest decline was Farmers Insurance Group (12.45% → 7.50%, −4.95 pp).
  • Homeowners: among the 2025 top ten, the largest share gain over the period was American Family Insurance Group (0.87% → 4.12%, +3.25 pp); the largest decline was Allstate Insurance Group (7.54% → 5.77%, −1.77 pp).
  • The largest one-year move in the tables below: Kemper Corporation Group in private passenger auto, from 3.35% in 2017 to 6.55% in 2018. The report does not give reasons for changes in share; regrouping of insurers between years can move a group’s figures.
  • All-lines top ten, 2015 vs 2025: Progressive Group and USAA Group joined; Liberty Mutual Group and Chubb Limited Group dropped out.

More on this line: California homeowners insurance market share, 2015–2025 (concentration and whose share moved).

Change is in percentage points (2015 to 2025). Each sparkline has its own vertical scale (at least one percentage point tall), so compare slopes within a row, not heights across rows. Tables show the first, middle and last year; the sparklines use all eleven. Every year’s share for every group, all three lines, is in data.json.

Methodology

  • Source and years. One California Department of Insurance market share report per calendar year, 2015 through 2025, 11 years in the same file format. The department also publishes 2014 and earlier reports; they are not included here. Some files carry a revision or date suffix in their names (2018, 2019, 2021, 2024); we use the version on the department’s site when we retrieved it.
  • Measure. Direct written premium of licensed (admitted) insurers, before reinsurance. Surplus lines insurers are not in these reports.
  • Lines. All lines is the department’s Line 35 total. Private passenger auto is Lines 19.2 + 21.1 combined, as the department combines them. Homeowners is Line 4.
  • Groups. Each year’s figures use the group codes in that year’s report. The tables follow the 2025 top ten back by group code; every one of those group codes appears in every year’s report. If insurers moved between groups over the period, a group’s earlier figures reflect its make-up at the time.
  • Checks, every year. The all-lines and homeowners totals match the department’s premium distribution report to the dollar; the all-lines top 25 matches the department’s Top 25 table by group code, premium (to the dollar) and share. The private auto total matches the department’s own group sheet to the dollar from 2017 on; in 2015 and 2016 our sum of the insurer rows is $1,002 and $700 higher than the sheet’s stated total (about $1,000 in $23 billion).
  • What we don’t reproduce. Only market totals and top-ten group shares. Loss data, insurer-level detail and the rest of each report are on the department’s site.
  • No causes. The reports give figures, not reasons. This page describes what changed and does not explain why.

Reconciling statements is the hard part.

State Farm and Farmers were the two largest groups in every year from 2015 to 2025, and each group sends its own statements. Lapidar checks them against your book and lists missing, short and duplicate commission. See a sample report.
