# Insurance agency cluster

An insurance agency cluster is a group of independent agencies that write business with carriers through the cluster, usually under the cluster’s carrier codes, so their combined premium earns access and commission levels a single agency could not get alone. In return each member pays the cluster a share of commission, fees, or both.

## What it means

“Cluster” is the name many agents use for an [insurance aggregator](https://getlapidar.com/glossary/insurance-aggregator/). When a line is drawn between the words, a cluster usually means a group whose members place business under the group’s own carrier codes, while some networks and alliances negotiate on behalf of agencies that keep their own direct appointments. The contract, not the label, decides which kind you are in.

How it works: the cluster holds the carrier appointments. A member agency quotes and binds through those appointments, the carrier pays commission to the cluster, and the cluster pays the member after keeping its share. Tiffany Overlease, writing in IA Magazine about [independent agency alliances](https://www.iamagazine.com/2025/09/01/should-you-join-an-independent-agency-alliance/), describes such a group as “a formal network of insurance agents” through which agencies “can aggregate premium, negotiate compensation and benefits on behalf of its members, and access additional carrier markets.” She adds that these groups “typically” have “an initial sign-up fee, a contract commitment and monthly costs,” and “will often have an exit fee.”

The question that matters most is what happens if you leave. Overlease lists “Who owns the codes?” among the first questions to ask, and says you need to determine “whether you own your carrier code should you decide to leave.” If the policies sit under the cluster’s [agency code](https://getlapidar.com/glossary/agency-code/), your [book of business](https://getlapidar.com/glossary/book-of-business/) may not move with you.

## How it shows on a commission statement

A cluster member usually gets two layers of paper: the carrier’s statement, issued to the cluster’s code, and the cluster’s own statement to you, already net of its share. Many members only ever see the second one. To check it you need both the carrier’s rate on each policy and the share in your cluster agreement, because an error at either layer reaches you as one smaller number.

## Example

**Example data: invented cluster statement lines checked against the carrier rate and the agreed share.**

| Policy | Premium | Carrier rate | Cluster share | Expected | Paid |
| --- | --- | --- | --- | --- | --- |
| EX-57104 | $3,000.00 | 15% | 20% | $360.00 | $360.00 |
| EX-57118 | $2,500.00 | 15% | 20% | $300.00 | $270.00 |
| EX-57131 | $1,800.00 | 12% | 20% | $172.80 | $172.80 |

On the highlighted line the cluster paid $270.00 instead of $300.00. That fits a carrier rate of 13.5% instead of 15%, or a share of 28% instead of 20%. Only the carrier’s line tells you which. The rates and shares here are invented; your agreements set the real ones.

## Commonly confused

- **Cluster vs aggregator, network, alliance.** Overlapping names for similar groups. See [insurance aggregator](https://getlapidar.com/glossary/insurance-aggregator/) for the broader term.
- **Cluster vs [MGA](https://getlapidar.com/glossary/managing-general-agent/).** An MGA holds a carrier’s authority to underwrite and bind. A cluster gives agencies access to carriers and pools their volume; it does not usually underwrite.
- **Cluster code vs direct appointment.** Business under a cluster’s code belongs to that arrangement; business under your own [carrier appointment](https://getlapidar.com/glossary/carrier-appointment/) is paid to you directly.

## Common mistakes to check

- Checking only the cluster’s statement, without the carrier’s rate behind it.
- Joining without knowing who owns the carrier codes if you leave.
- Assuming volume written through the cluster counts toward your own contingent or profit-sharing agreement.
- Applying the cluster’s share to premium instead of commission, or the reverse.

## Questions

### What is an insurance cluster?

A group of independent agencies that write with carriers through the group, usually under its carrier codes, pooling premium to reach carriers and commission levels they could not reach alone. Members pay the cluster a share of commission, fees, or both.

### Is an insurance cluster the same as an aggregator?

Usually, yes: many agents use the two words for the same kind of group. Where people distinguish them, a cluster tends to mean members write under the group’s codes, while some networks or alliances let members keep their own appointments.

### Do I keep my book of business if I leave a cluster?

It depends on the contract and on whose carrier codes the policies sit under. IA Magazine advises asking who owns the codes before joining. Read the exit terms, including any exit fee.

### How are cluster members paid?

Usually by the cluster, not the carrier. The carrier pays commission to the cluster’s code and the cluster pays each member after deducting its share.
