## Key figures

- Homeowners direct written premium of licensed insurers grew in every year from 2015 to 2025, from $7.4 billion to $16.4 billion (+121.7%). The smallest annual increase was +1.5% in 2017; the largest was +13.2% in 2025.
- State Farm Group was the largest homeowners writer and Farmers Insurance Group the second largest in each of the 11 years. State Farm’s share was 19.87% in 2015 and 20.09% in 2025; its homeowners premium went from $1.5 billion to $3.3 billion.
- Among the 2025 top ten, the largest share gain from 2015 to 2025 was American Family Insurance Group (0.87% → 4.12%, +3.25 pp), followed by Mercury General Group (4.27% → 7.39%, +3.12 pp). The largest decline was Allstate Insurance Group (7.54% → 5.77%, −1.77 pp), followed by Farmers Insurance Group (16.19% → 15.43%, −0.76 pp).
- The ten largest groups wrote 77.89% of homeowners premium in 2015, 76.38% in 2019 (the low point; it rose in every year after that) and 81.55% in 2025. The five largest: 56.23% in 2015, 52.12% in 2019 (the low point) and 56.04% in 2025. Each year’s figure uses that year’s top five or ten.
- Homeowners top ten, 2015 vs 2025: American Family Insurance Group joined; Nationwide Corporation Group dropped out.

**What these figures are not.** Written premium is dollars, not policies: premium can rise because rates or insured values rise while the number of homes insured stays flat or falls, and these reports do not count policies. Market share is a share of premium written by licensed insurers; it says nothing about whether coverage is available to a given homeowner, at what price, or where in the state.

## The FAIR Plan is not in these figures

The California Department of Insurance describes the FAIR Plan this way: “The FAIR Plan is available to California residents and businesses in urban and rural areas who cannot obtain insurance through a regular insurance company.” It adds: “While created by the Governor and Legislature, the FAIR Plan is a private association whose day-to-day operations are controlled by insurance companies, not taxpayers.” ([CDI, California FAIR Plan](https://www.insurance.ca.gov/01-consumers/200-wrr/California-FAIR-Plan.cfm), retrieved October 13, 2026.)

The FAIR Plan does not appear as a group or insurer in the 2025 detail file we use, so its premium is not counted in the totals or shares above. This page does not estimate FAIR Plan volume.

## Methodology

- **Source and years.** One California Department of Insurance market share report per calendar year, 2015 through 2025 (11 years). Earlier reports are not included.
- **Measure.** [Direct written premium](https://getlapidar.com/glossary/written-vs-earned-premium/) of licensed (admitted) insurers on Line 4, homeowners multiple peril, before reinsurance. Surplus lines insurers are not in these reports. Premium is not a count of policies, and share is not a measure of availability.
- **Groups.** Each year’s figures use the group codes in that year’s report. The top-ten table follows the 2025 top ten back by group code; every one of those codes appears in every year. If insurers moved between groups, earlier figures reflect the group’s make-up at the time. Top 5 and top 10 shares in the concentration table use each year’s own ranking.
- **Checks.** In every year the homeowners total matches the department’s premium distribution report to the dollar. Shares are our calculation from the insurer detail file, rounded to 0.01 percentage point.
- **No causes.** The reports give figures, not reasons. This page describes what changed and does not explain why.

## Reconciling statements is the hard part.

Ten groups wrote 81.55% of California homeowners premium in 2025, and each sends its own commission statements. Lapidar checks them against your book and lists missing, short and duplicate commission. [See a sample report](https://getlapidar.com/sample-report/).
